I want you all to know that the Federal Service Impasses Panel has ruled on our union contract dispute and they gave us a split decision. The good news is your union was successful at saving your contractual rights to file a grievance if you feel you have been wronged. The agency was trying to remove most of your grievance rights including your right to file a grievance over suspensions, terminations, performance issues, awards and non-selections. The union prevailed in protecting most of your grievance rights!!!!
There is bad news as well. We lost most of our union time that we use to process those grievances, litigate those cases, and visit your offices to deal with health and safety issues, bully managers, stressed offices, lobby Congress to protect your benefits and get more funding for staff, etc. We also lost our union office in Boston that we use to prepare our arbitration cases.
We have a plan! We still have the Federal Labor Statute which protects our rights to negotiate on your behalf, to act on your behalf, and to obtain union time in order to do so.
We will be holding our next General Members meeting this July 13th, 2019 in Portland Maine. I encourage all members to try and attend this meeting. The Union will reimburse your travel cost including mileage, so keep receipts for any tolls or parking. Members are allowed to bring a family member or similar to the meeting if they choose.
